Did any of you vote for the CAUSE / CSLEA President, Alan Barcelona, or
any of the other union officers?
Any member of Peace Officers of California (P.O.C.)
is eligible to run for President, Treasurer, or Secretary. Each
Affiliate Board Member can nominate a candidate for office and any
member can qualify himself or herself to run for office if they acquire
a petition signed by 5% of the general membership. They will all be
elected by a majority general membership vote! We will contract with an
independent legal firm to conduct fair and impartial election returns –
something else you don’t get at CAUSE / CSLEA.

We structured the president’s position to serve as a chairperson of
P.O.C.
board meetings and as a public relations representative of the union.
The
P.O.C.
President has no authority over the board members or union dues. The
President’s role is to serve as chair for union meetings and to maintain
parliamentary order. The President cannot be compensated or be on
full-release time at union expense, any reimbursements must be approved
by the entire board for his expenditures. Not only that, but there are
term-limits! No officer will be allowed to serve more than two 2-year
terms in any one position.
The Treasurer will be the financial watchdog of the union and publish
their findings, independent of anyone for all the membership to see.
The Secretary will be responsible for verifying voting results, meeting
minutes, agendas, and other union actions. They too will answer
directly to the membership.
The bargaining staff, legal team, and all other consultants and staff
must report directly to the entire
P.O.C.
board - no more secret negotiations. The entire membership can hold
these elected officials accountable and the officers can report on the
activities of the board of directors to the membership.
A Message from the P.O.C.
First (aka Founding) President
The president of CAUSE / CSLEA might be able to get the CAUSE / CSLEA
Board to drink his Kool-Aid or bully them into submission, but you
cannot fool everyone. This severance election is as a referendum on the
last 15-years of Alan Barcelona’s leadership of CAUSE / CSLEA. The fact
that he consistently fails to deliver for peace officers yet stays in
power is a testament to the non-sworn’s control of the union.
The bylaws of
P.O.C.
are written to empower members and individual affiliates, but also to
work towards a common goal of better pay, benefits, and working
conditions for all peace officers. P.O.C.
guarantees dues and
release-time
to every affiliate and no class of employees with 50 or more employees
can be denied the right for a seat on the
P.O.C.
Board.
